On Mar. 26, 2014, The 2013 Xinghai Friendship Award was held at multi function hall of Dalian municipal government , mayor Li Wancai awarded for foreign experts and delivered a speech.

     Mr Shimizu Gakubin, President of Dalian Teikoku received Xinghai  Friendship Award .Twenty-one award-winners of this year were from Germany, Italy, Austria, France, Singapore, Canada, Britain, South Korea, Russia, Japan and other countries. They mainly specialize in fields of equipment manufacture, software and electronic information, integrated circuit, education ，etc. . Li Wancai represented municipal government and whole city, to congratulate foreign experts won the 2013 annual Xinghai Friendship Award, appreciated International friends for their enthusiastic support and contribution to the economic construction and social development of Dalian .
